SWIM TESTS/CHECKS

Update from National Aquatics Subcommittee (July 2025)

It is a little unclear WHO can do Swim Tests/Checks (using the Scouting America “swimmers” or “beginners” test criteria) for units that will be taking part in swimming, boating, or other water sports.  Here is some clarification:

UNIT ACTIVITIES

Any conscientious leader with current Safe Swim Defense training can administer swim tests for your unit’s own swimming/boating activities and rank advancement.

COUNCIL EVENTS 

Pre-camp swim checks require council-approved administrators who are subject to NCAP standards and government regulations, and these requirements vary by jurisdiction.  To become a council-approved administrator OR to notify council of intent to do pre-camp swim checks with your own admin, please use the links at the top of the Aquatics page.

The key difference?

Unit activities = your troop’s flexibility while remaining safe.
Council events = additional oversight for multi-unit safety, tempered by youth camp codes.
