Merit Badge Pamphlets are Available to download for FREE online
Great news! Scouts can now download the Merit Badge pamphlets (entire version *) for FREE online. Simply visit the Scouting America Merit Badge page, find the badge you need, visit its page, and click “Download the Free Pamphlet” towards the bottom.
* Merit Badge requirements are not listed in the pamphlets. Refer to the badge’s main page for the list of requirements.
Eagle Scout
Eagle Scout Service Project, Rank Application, and other resources should be downloaded from the National Council Advancement Page in order to ensure the most up to date form is being used.
To get started, download the Eagle Project Workbook and the MCC Eagle Checklist.
To generate the Eagle Scout Rank Application, a Scout, parent, or adult leader of the unit can navigate to the Eagle Scout Candidate in Scoutbook, then click Reports and then Eagle Application.
If for some reason, you are unable to generate the Eagle Scout Rank Application (mostly filled out with the data BSA has on record) from Scoutbook, you can find a blank fillable pdf of it by visiting the Scouting America Advancement Forms page.
For Eagle Board of Review Chairs:
Annual Eagle Recognition Events:
At this time, Eagle Scout certificates are not being sent out by the National Office. Scouting America is still waiting for permission to include President Trump’s signature on the certificates. We are unsure when this will be granted, and until then we have no estimate of when they will be processed. Eagle Scouts should proceed with their Courts of Honor without the certificates.
June 2025 Update: Letters of Congratulations from the Chief Scout Executive and the National Key 3 will be mailed to Eagle Scouts in the upcoming weeks. There has been no additional information on a date when Eagle Scouts will get their Certificates.
Eagle Scholarships
Many scholarships exist for Eagle Scouts, so Eagle Scout families should check with local foundations for additional options besides the list below.
Michigan-Specific Eagle Congratulatory Letters
Parents and Scout Leaders are encouraged to request congratulatory letters from various local and national dignitaries. The following list is not exhaustive but is a sample of the options available. Tip: Check with your local State Representative’s or State Senator’s offices.

Citizenship in Society
INTRODUCTION:
BSA merit badges give Scouts opportunities to learn more about the world we live in and are earned through completing a series of guided activities and tasks. The new Citizenship in Society merit badge encourages Scouts to explore information on diversity, equity, inclusion, and ethical leadership, and learn why these qualities are important in society and in Scouting.
